Carmen Sierra, former Board member, was one of the first persons on the founding Board of Directors of the NPRDM. As with everything that Carmen commits to, she served with distinction and her fellow board members and the organization will always be grateful for her support and wisdom during her six-year tenure.

Carmen was born and raised in Hartford. Growing up, she learned the importance of giving back to her community, so Carmen prepared for a career in public service with a Masters in Public Administration from the University of Hartford and a Certificate in Executive Public Administration from Harvard’s JFK School of Government. She spent a decade as full-time Deputy Treasurer before being elected as Treasurer.

As a Latina working in finance—and the first and only Latina serving as City Treasurer in New England—Carmen knows how critical it is to have diverse voices represented. She hears firsthand from friends and family the struggles they face to make sure they’ve got enough to save, retire comfortably, and live independently, and to be able to afford their health care needs. Every decision she makes as Treasurer is made with those needs in mind, and to maintain accountability and transparency in all aspects of her work and life.

Carmen has led several not-for-profits and served on numerous boards in support of uplifting women and the underprivileged. She is a strong advocate for minority business development and she is a patron of the arts and serves the kaleidoscope of cultures to be found in Hartford and other vibrant Connecticut towns and cities.

She is the mother of three young adults and is active and present within her extended family. Carmen embraces the richness of her Puerto Rican roots and exemplifies the diasporic journey in everything she accomplishes that also benefits new generations who come in search of a better way of life.
